An overview of all the plans offered by the Division of Retirement and Benefits.
PERS & TRS Defined Contribution Retirement Plan
Employees who first entered service in a PERS or TRS-eligible position after June 30, 2006 are automatically enrolled in the Defined Contribution Retirement Plan. A portion of members’ wages and a matching employer contribution are made to this plan before it is taxed. These contributions, plus any change in value and minus any fees or other charges, are payable to the member or their beneficiary at a future date. This plan also offers retiree medical, dental-vision-audio, long-term care, and health reimbursement arrangement benefits to members who are eligible based on age or service.

This is a voluntary plan. Any permanent employee, long-term non-permanent employee, or elected official of the State of Alaska, or eligible employee of a participating political subdivision may participate. A portion of members’ income is set aside pre-tax or post-tax. The amount set aside, plus any change in value, is payable to a member or their beneficiary at a future date.

This plan is available to employers who are participating in the PERS and do not have an active Section 218 Agreement with the Social Security Administration. A portion of members’ wages and a matching employer contribution are made to this plan before it is taxed. Employee contributions to this plan are made in lieu of contributions to Social Security. Contributions and any change in value are payable to a member or their beneficiary at a future date.

Employees who first entered the PERS prior to July 1, 2006 are members of the PERS Defined Benefit (DB) Plan. This plan applies only to Tiers I, II, and III.

The Judicial Retirement System (JRS) offers a variety of benefits, including pension and retiree insurance benefits, to members and their survivors. JRS was established in 1963 as a retirement system for judges, justices, and the Administrator of the Court System. The Division of Retirement and Benefits began administering the JRS in 1980. Before that date, it was administered by the Alaska Court System.

The Elected Public Officers Retirement System (EPORS) was enacted as a retirement system for elected state officials (Governor, Lieutenant Governor, and Legislators). It became effective January 1, 1976 and was repealed by referendum during the 1976 general election; however, it was determined elected state officials who served in 1976 would remain in this plan. This is a closed system, all other eligible elected officials may be covered under the Public Employees' Retirement System (PERS).
